Create instance default option for thousands separator

A customer in Germany would like all of their numbers to be displayed with European style number separators, comma for decimal and period for thousands, without having to set it every time they want to build a card. Can we create that as a company setting in addition to a card setting so the card setting will override the default but a global default can be set?
