I started this project a few months ago, but just dusted it off now and put it on Github:

It's basically a downloadable app shell that includes a bunch of the basics, and provides a starting point for HTML-based apps that need a sidebar and page-type navigation.

 

It's still horribly immature, so I'll be adding new features to it over the next few months.
