Allow Tooltip Information to always be displayed in charts

Allow the tooltip information to always be displayed for the Data Analyzer and Domo Design Studio.

IE, a doughnut chart with 3 buckets in it. Have it be possible to put the value of each bucket in/outside the dougnut ring permanently. I attached an example from Domo Design Studio. Having the percent in there would also be awesome.
