Select Date & Time format during instance setup

The ability to have an additional setup option during instance/admin setup to set the date & time format to match the region that you work in vs. the US date & time format irrespective. This is useful from a reporting perspective as accounting calendars may not match and you have to implement a bunch of beast modes to get it to the desired region format.
