Goal value for a metric and displaying variance from goal and YoY variance

We need an ability to build a goal value, display the goal line, compare the metric value to goal value and display the variance from goal and highlight the Green, Yellow and Red color based on whether the value is above goal, within throeshold or below goal. We also need an ability to compare the metric value for teh same period for last year and display the difference.
