Getting "Received fatal alert: protocol_version" for MySQL account

I'm trying to connect to a MySQL Account. When I enter in my credentials I get the error

"Failed to authenticate. Verify the credentials and try again. Error setting up SQL connection. Could not connect to: Received fatal alert: protocol_version"

I've verified the user is using TSL v 1.2. What do I need to do here to connect?
